Chelan County Regional Justice Center Overview
The Chelan County Regional Justice Center, often shortened to CCRJC, is an adult regional jail in Wenatchee. It is owned and operated by the Chelan County Board of County Commissioners and serves Douglas County through a regional custody arrangement. Douglas County does not present a standalone adult jail page in the official sources reviewed for this project. Instead, Douglas County Sheriff's materials describe incarceration and transport partnerships with Chelan County Regional Justice Center and Okanogan County Jail.
CCRJC is the main public-facing adult jail source for Douglas County readers because the facility publishes the active jail registry and supports court appearances for Douglas County Superior Court, Douglas County District Court, and East Wenatchee Municipal Court. The jail holds adult pretrial detainees, sentenced local offenders, municipal defendants, contract inmates, DOC holds, and occasional USMS or other-agency holds. That mix matters. A person arrested in Douglas County may be in CCRJC before trial, but a person sentenced to state prison moves into the Washington DOC system and should be searched with the statewide DOC locator instead of the local jail list.
The Chelan County facility page describes CCRJC as a 267-bed adult correctional facility serving more than 100,000 people across more than 5,000 square miles. Its official pages also describe work release, Electronic Home Monitoring, and Alcohol Monitoring for court-approved sentenced offenders. Those programs are not automatic release options. They depend on court authorization and facility rules, and they should not be confused with the public roster, which is simply a custody lookup for people currently residing at the jail.
The official Chelan jail overview was captured in the project image manifest from the CCRJC home page.
The screenshot supports the facility identity, operator context, capacity reference, and program framing used here, but current custody should still be confirmed through the live jail registry or the facility phone tree.
Chelan County Regional Justice Center Capacity and Population
CCRJC is the only adult facility in this Douglas County research set with current, facility-level population statistics published in the official jail material. The jail page gives the rated capacity as 267 adult beds. The FAQ says the jail was built in 1984, operates with an annual budget of $13.7 million, and has 71 full-time employees. It also reports 3,924 total bookings in 2025, described as a 25 percent increase over 2024, and an average daily population of 140 people.
Those numbers describe the regional jail as a whole, not a daily Douglas County inmate count. Douglas County's jail population is embedded in a regional and contract system that includes Chelan, Douglas, East Wenatchee, Wenatchee, Cashmere, Entiat, Leavenworth, Chelan, DOC holds, and occasional other-agency holds. Older materials break out some Douglas County usage, but the current official FAQ does not publish a live Douglas-only daily count. For accuracy, the 140-person average should be read as the primary regional jail's average daily population.
How to Look Up an Inmate at Chelan County Regional Justice Center
Use the Chelan County jail registry first for current adult custody in the Wenatchee and Douglas County court corridor. The registry states that it lists people currently residing at Chelan County Jail in the last 24 hours. It also cites RCW 70.48.100, the Washington jail-register statute. The visible roster fields inspected were ID, Name, Age, Birth Date, and a VINE "Get Notified" link. The captured list did not show booking photos, charges, bond, housing, court dates, or arresting agency in the public list view.
- Open the Chelan County jail registry and check the roster timestamp before relying on the list.
- Search by Lastname first, then add Firstname only if the surname is common.
- Compare ID, full name, age, and birth date before assuming the match is the right person.
- Use the VINE notification link for custody alerts, then use court records or jail contact channels for details not shown on the roster.
If a Douglas County arrestee does not appear, do not treat the absence as proof that no arrest occurred. Intake, transport, medical screening, court review, weekend timing, and contract placement can delay or redirect a record. Check Okanogan County's log, call the CCRJC phone tree, use Douglas County Sheriff's Records for arrest and report questions, and search Washington Courts once clerk entry has occurred.
Chelan County Regional Justice Center Address and Contact
The facility's public address is used for the jail, mail, and mapping, with "Level 2" included in the official jail and mail formatting. For records questions tied to a Douglas County Sheriff's Office incident, the local fallback is the Douglas County Sheriff's Records Division in East Wenatchee. For custody, visiting, property, work release, EHM, and jail account questions, use the CCRJC phone tree and the specific appointment or vendor numbers when available.

Visiting Someone at Chelan County Regional Justice Center
CCRJC in-person visitation is limited and appointment based. The research file documents Wednesday evening and Saturday afternoon in-person windows, a separate appointment phone number, one in-person visit per week, and up to three named visitors with no substitutions. The incarcerated person must have been held more than 30 days for an in-person visit. Minors must be accompanied by an adult, and children with photo ID are encouraged to bring it. Appointments cannot be made in person, so visitors should call during the narrow signup window before traveling from Douglas County or East Wenatchee.

Mail, Phone, and Money at Chelan County Regional Justice Center
Mail should use the jail's published format with the incarcerated person's name. The official sources reviewed do not publish a full banned-items list, postcard-only rule, or scan-and-destroy policy, so do not assume those details. CCRJC communications use GettingOut, and trust or commissary funds use ConnectNetwork. The facility describes phone, internet, U.S. mail, and kiosk deposit routes and says money can be applied to telephone and commissary accounts around the clock by phone, internet, or kiosk.

Booking and Intake at Chelan County Regional Justice Center
Adult booking for a Douglas County arrest may occur outside Douglas County because the jail pathway is regional. A Douglas County Sheriff's deputy, East Wenatchee officer, Washington State Patrol trooper, or another local agency may make the arrest, then transport the person to the contract or regional jail. Intake includes identification, property inventory, search, booking record creation, and medical or mental-health screening. Photographing and fingerprinting may occur for law-enforcement booking, but the inspected public Chelan roster did not show mugshots.
CCRJC's FAQ makes medical screening central to the facility's operations. It says fentanyl, substance use, mental health, and severe detox are the jail's leading operational challenge. The FAQ reports that 60 percent of bookings admit drug or alcohol use within the prior 48 hours, 60 to 70 percent of new bookings are immediately housed in a medical sensor cell, and the jail averages 10 to 15 people daily in medical sensor cells under detox protocols. These figures explain why a new booking may not appear instantly and why movement, visitation, or release may require confirmation through staff.
About Chelan County Regional Justice Center
The jail's official material gives unusual detail about programs and conditions. CCRJC lists Volunteer Inmate Worker, Religious Services and Counseling, AA and NA meetings, Educational Services, and release planning. The jail also describes basic medical, mental-health, and nutritional care. For court-approved sentenced offenders, Work Release, Electronic Home Monitoring, and Alcohol Monitoring are available under facility and court rules.
Recent facility context is heavily tied to detox and drug interdiction. Chelan County reports a camera upgrade beginning in 2020, with cameras in every segregation and general population cell except toilet privacy areas. Its Drug Interdiction Program uses a body scanner, mail screener, and narcotics-detecting K9 started in 2022. The K9 is trained on heroin, cocaine, methamphetamine, fentanyl, marijuana, and buprenorphine. The FAQ reports 159 deployments, 20 indications, and three seizures in 2025. A June 24, 2026 jail news item also reported that the Chelan County coroner found an April jail death was due to drug overdose. That item should be treated as facility conditions news, not as proof of a Douglas-specific custody event.
For custody notifications, use the VINE link attached to a listed roster result or go to WA VINE. For sentenced prison custody, use the Washington DOC incarcerated search. For federal custody, use the BOP locator, and for immigration custody use ICE ODLS. Those systems answer different custody questions and should not be substituted for the CCRJC roster when the question is current local jail custody.
Note: Confirm custody, appointment availability, and entry rules with CCRJC before traveling or sending money.
